Fixing dodge timers

Okay, because having an ADC go mid and a Support go top, and that occasional troll stating "top/mid/jg or feed" and then locks in someone like pantheon is just something we should all have to suffer.

Everyone should just eat 30 minutes of suffering that leads to an inevitable defeat rather than being allowed to dodge that kind of crap for a minor penalty.
