I agree that he does have a lot of Chase potential and CC however when it comes to his Damage and other aspects. Gnar has 440 Base attack range which (other than urgot) is the lowest attack range for a ranged champion in the game. So poking him back as ANYONE is quite honestly the easiest thing. Most of his damage comes from actually landing abilities or autos on his opponent and with such a short attack range it is actually quite easy to harass him right back for more damage. Example: Boomerang And Two autos will do probably 25% hp if you are lucky. and playing someone like darius who has an E range of 540 can easily punish Gnar for more damage. Also Darius Q is 425 range so taking one step to close and you get the full damage of the attack. Gnar is all about meaningful trades when it comes to play, timing when your passive is up in order to make a significant trade is the most important part of playing Gnar. Otherwise you will get demolished. If you ask me I actually feel Gnar will lose a majority of trades unless his passive helps him out which is all about learning the champion. So far the champ is looking "Balanced" to some degree anyway. Once Gnar gets the items he needs then he scales great. Think of him like a ranged Jax without the stun until the passive proc anyway.
