Sandbox Mode, or Creation Mode
I decided to bring this up again seeing as it doesn't get a lot of discussion, while more threads about balance and game play pop up faster then I can even follow. Now I'm sure this can be a valid solution to this balance debacle.
Let's get a couple things out of the way first:
- Sandbox mode should be called Creation Mode, Creator Mode, or UGC (User Generated Content) since what I'm suggesting is similar to the GECK and the Creation Kit Bethesda released with their games.
- This is a discussion about features, concerns, and the like. I can't stop you from posting, but have some courtesy to be constructive

Should be a separate program altogether, but able to integrate into the client with ease

Files should have some categorization. Filenames are not inherently intuitive and usually have weird names, which can be confusing. Categorization will help locate the general area (Items, Champs, Maps, Map Assets, Entities, VO, etc.)

Way to load custom assets such as Champ skins, new animations, new visuals, new voice lines and sounds. Can really help those savvy enough to create an entirely new champion

An easy to use stat modifier, with an advanced feature to allow for those coding changes (One is a UI with buttons and such, the other is literally the code.)

A way to playtest the changes through the tool, so the user can be sure that they're working as intended. Basically an off-line "Creator Playground" that can be run in a separate window with a HUD that has more features than that of the game (Gold values, champ playing, targets, cooldown reduction, item shop, etc.)
I can't really think of any more, so I'll leave that to the comments if anyone has more.

A UGC area where players can browse the content, with a "subscribe" feature that downloads the files and assets. Stat and number changes would just be applied without having to download anything. New champs, items, maps, or anything that needs new files would take a while

Users able to make packs that have multiple "mods."

Integration into the clubs feature. Allows for the club leader to basically host their own version of the game, and eases other users who don't wish to make a pack on their own.

A voting and ratings feature
Custom games do not feel all that customized. It's very limited in the options. This will at least let players take a break from the vanilla game and find something fun to play (Like one guy who said Nasus would get 50 stacks on a Q kill. Though bad in a game sense, it does sounds stupidly fun.)
