Why not give Mordekaiser's rework to Galio?

Look at Morde's rework, it seems like it would go really well with Galio but not destroy his identity like ti's doing to Morde.

Make his Passive more well rounded, make Q an attack that gets stronger with each strike, make his W into a double active that heals him and able to cash in with more health then it does now along with Morde's W passive of extra EXP gained (technically no exp lost when near allies), fix some numbers on his E, don't really need to change his ult but allow him to take the dragon stealing ability.

IMO Galio lacks alot of general power and something like that would work really well with him. Mid, top or support, it doesn't matter because that Dragon helps him regardless.
