This has been happening for a while to me.... Im a silver 4 support main.
When i get autofilled ADC's who dont know what in the fuck they are doing... i can tell instantly. It really sucks because its pretty much a lost lane before you even start the game (w/out jungle influence)
I like taking the lane by the balls and play aggressive when its right. Non of these monkeys know how to do that or just dont know how to play the lane what so ever.
I would rather sit in Q for 15 minutes and get a decent adc.

This works when you put in basically any role with a few adjustments.
Problem is, not everyone wants to wait 15+ minutes to get into games. Some would, but it would likely cause a significant negative experience for a lot of other players. The number who would prefer each is not something I have information on, but Riot might if they've had such a question in their random surveys.
It's also important to remember that even the whole of the Boards/Reddit community still only makes up a relatively small portion of the playerbase, so seeing lots of similar posts/threads in either does not mean "everyone agrees or thinks this way" at all.
But anyhow. There's few ways to fix the issue without increasing queue times like that. None of them would be widely popular. Unless they can get something testing well in another server, the current system is likely going to stand.
