Are key fragments still a thing?

I've been out of the loop of updates for a while now, and only came back when I saw Bilgewater ARAM because I just love the map. I remember getting keys every fourth match or so in solo queue when the system was first implemented, but now I'm not getting any. I'm doing solo right now (did some back on Kai'sa's release and I did some group stuff on Zoe's release) and I haven't gotten a key fragment from games at all. I get one fragment every day when I log on, but I'm not seeing any at the end of matches. I've done probably about 20 Bilgewater ARAMs and about 6 or so bot matches to test out stupid builds. I don't remember ever getting fragments back when on played on Kai'sa and Zoe's releases. Did they lower the chance of getting them for solo play, or remove them altogether? I kinda want to open some chests so I can buy champions...
