No. Learn to build against them. If they build AP, build MR. Ad-armor. Attack speed-attack speed reduction, and so on. Tanks don't need to be nerfed just because you can't do well against them.
Tanks already deal low damage. The only reason their damage may appear high is because they tend to target squishy champions who have little/no defence.
If yoy haven't built any defensive items, then it's expected that you will die to tanks. They mitigate the damage they receive while you don't, so their base damages are enough to kill you if they can sit on you.
You are complaining about being killed by a tank without offensive items. Why do you expect to survive when you have no defensive items?
no prob, if you therfor give them actuall tankiness in the late(meaning past 3 items on the adc)...
