I believe Riot has once confirmed that ARAM isn't actually completely random and some champions appear more than others. Why don't they just make it completely random.

in like 70% of my games.
No, they said it is random. It's just limited to your owned champions + 2 free weeks champions. The reason you see those champions more frequently is more people own those champions.
THere are accounts who only buy good ARAM champions and that's all they do on that account. That and the bench makes it supremely easy to rig the system.
