Possible stupid question about Lux's Ult

Is it me or does 's ult have a short cd? I have played against her in bot games, and it seems like it resets every minute or less.

Her ultimate's CD is 80/65/50 seconds long.

Yes, it is that low. Why?

The CD is tiny, which is why her early game is lacking and E costs a buttload of mana.

with 40% cooldown at level 16, it can become 20 second cooldown.

Its cooldown is slightly below average for ult cooldowns. Reason it seems low is Lux's core build is 2 cheap CDR items item 3165 item 3174

So it may seem to have a low cooldown, but its because she rushes CDR most games.

honestly, I'm not sure why it's actually that low for the damage and range it has. But it can go as low as about... I think 30-35 seconds max CDR and Rank.
