Well I don't know what champions you usually play, but kiting is not how I'd recommend fighting Lux. She -wants- you at a distance. As a Lux player myself, I've always had trouble with champions who can get up close to me, are faster than me or, worse, both at the same time. Champions with a lot of blinks or dashes - or basically anything that makes landing a skillshot hard - also tends to make me tear my hair out in frustration. lol Her E is very difficult to deal with, yes, but it costs a TON of mana, so if she's using it a lot in lane, she's gonna go OoM very quickly, especially in the early game. I saw someone say that early MR works well and they're very right; it takes a bit for Lux's damage to get to the point where she can actually one-shot you with her combo, so give her a rough time with some MR early. It's just 450g and it'll make the lane a bit safer for you.
What champions do you usually play? Some that give Lux a hard time (in my experience, at least) are; Yasuo (a good one), Fizz, LeBlanc, Ekko, Talon, Xerath, Vel'Koz. The last two can actually stay pretty safely outside of her range most of the time and can go in once she's used up her E. It's very hard for her to get close enough to use her Q without taking some kind of punishment in return, too, so landing her full Q-E-R combo takes some work. Long-range harass can really damper a Lux's day, as well as anyone who can get right up in her face and stay there.
