Not really. He is really fucking annoying if he gets to slap you with tiger, but overall his kit doesnt give him enough to be OP.
But yea. its really obnoxious when he can just right click you with bear to stun you and then literally take half your HP with a single tiger stance auto.
You mean ChickenDyr, he runs from anything that is not a 100% guarantee he will win the fight and you cant catch him without 2+ stuns..
He is a toxic champ to the game design.
He has one defining characteristic that prevents him from ever ever being OP.
No Gap Closer.
Because of this he can never be OP. Ever. Yes, He can be strong at times (Farel flare era), but all people have to start doing is counter picking his lack of dashes and suddenly he looks like a pathetic excuse of a champion.
