What do you Think of the New Rylai's Nerfs

Patch 6.24's notes were released today, and with them the true nerfs of Rylai's.

With them many champions won't be able to rely on Rylai's.

While I play a lot of mid laners I always felt Rylai's was more of an item for Azir, Vel'Koz, Taliyah, and Aurelion Sol, maybe Xerath. I felt like it was a necessity to have this on them. Kiting with Taliyah was easier, keeping enemies in range of your soldiers as Azir was important to bursting down low mobility champs, Vel'Koz lacked any sort of mobility, and while he made up for it in an ability, it wasn't reliable against anyone with a gap closer. You get my point.

Riot did say that champions who could constantly reapply it, not sure if this means Aurelion's activated stars could do it, like Taliyah's very spammable Q won't deal with to much of a change.

Many mages won't be able to rely on it. Although, I would like to add I didn't often see many mages outside of the ones I listed building it.
