True Damage Needs More Clarity/Redefiniton
I've seen a lot of places on here where there is some confusion over how true damage works, and this is mainly because it has some exceptions.
Ex:
New Infinity Edge passive is actually reduce-able by the crit damage reduction from
Omen, and counts for lifesteal. Camille Q counts for lifesteal.
There may be other exceptions I am not aware of as well, which is why I feel a change is in order, to improve clarity.
True Damage would be split into two different categories:

True Damage: Damage that ignores all reductions and bonuses, and does not count for any LifeSteal (Currently works with Omni-Vamp, with my change it would not). This means that it will always deal the value it states it will, unless the damage is somehow avoided completely (Panth Shield, Spell Shield, Stasis, Dodge).
Current Examples: Red Buff, Fiora Vitals, Vayne Silver Bolts, Conqueror, etc. -
Direct Damage: Damage that ignores Armor and MR bonuses, but not unspecified reductions (Warwick E, Randuin's Omen, Ninja Tabi, etc). Does apply lifesteal and spell vamp effects. This would essentially act as an extra portion of physical/magical damage that has 100% armor/magic pen.
Current close Examples: Camille Q, IE passive.
I definitely think this would be a change that could have some balance effects, but that way instead of having exceptions for true damage all over Riot can simply have another category to place damage into, and give themselves more design options.
