URF balancing?

Why the hell does Garen E do 0 damage? Most useless URF champ and why does Ezreal Q get .5s cd to melt me while Eing in and still being able to E outbefore I can do anything? Also, why do ADCs get a huge buff? Right clicking in an ability cd free mode is stupid when Lucian Kai'Sa and Draven can 3 shot me with aas. If there's a balance team for this mode why is this stuff happening
