can you drop from silver to bronze by losing games? I have heard a rumor this season that you cant as long as your active/

yes you can drop to bronze if you're toxic and shit and retarded enough to lose many games at silver 5 0lp.
You can always drop from one tier to another by Losing enough games.
The "can't while your active" thing is only if you have NOT been playing ranked. It's called Rank Decay which doesn't apply to lower tiers (I don't remember what's the highest before RD comes into effect), but Silver and Bronze you can only drop if you lose matches.
Above gold, your rank decays over time. You can drop from challenger to g1 if you don't play at all, but your mmr will remain the same. You absolutely can drop from any rank through losses though.
