Holding games hostage with Autofill

Why is it allowable that users can just hold games hostage when they get a role they dont want to play? I've had this happen several times where I'll play ranks to try and improve, and one summoner gets autofilled Support or ADC and tells everyone they wont do that role, so they're going to troll. Is there anything being done about this? It really is starting to feel like nothing is being done to fix this and I understand being in low elo is part of the problem, but I genuinely want to try and improve and its difficult when I get a team member who got Autofilled and now refuses to play the role they were put in, often forcing me to trade out of roles I was Fill Protected from just to make them happy.
