I have Dragonslayer Pantheon (which I own already, shit skin btw) and 3 Pantheon tokens. But it won't let me upgrade to Mastery 7. How come?

Its 1 champion shard, not 1 skinshard. Either 3 tokens + champ shard or 3 shards + BE.

So what's the other option for? There are 3 options: blue essence, shard, permanent.

The permanent option is outdated. You used to be able to reroll 3 champshards into a unowned champ(permanent). It automatically unlocked a champ that you didnt own. If you however owned all champs and rerolled 3 champshards you got a champpermanent that remained in your inventory.

But it's on the token. It says: unlock with 3 tokens + (option). Doesn't say reroll or anything

Yes you were able to unlock the mastery level with 3 tokens and a champpermanent.

You can reroll it with 2 other skinshards or disenchant it into orange essence.
