Skarner rework
Skarner is no doubt on his way to a VGU (Edit: He's a good candidate for a VGU), that being said, I would like to share my ideas on what I believe he should be. Currently he's a mess of a champion. In fact I believe he was healthier before the Juggernaut class update, especially when they before they added the spire mechanic. I digress. Personally I think the role of juggernaut does suit him, but was executed wrong. Here's my idea of what I think he should be.
Lore: Since I'm not the best with this sort of thing, I think it should be left for someone else, but I think he should be more alien like, and possibly more aggressive towards humankind. Not necessarily going out of his way to kill them for fun, but perhaps more voicelines to show bitterness towards them. I do think the lore around the crystals should be expanded upon and he should remain part of shurima where those crystals make the most sense (also cause scorpions live in the desert, duh).
Visuals: Even though I believe the crystals should be expanded upon, He shouldn't look like one big crystal. His armor, weapons, and any other battle related part of him, should be Crystal, but the rest of him should appear to be rocky but still skin like. This would give more purpose to an ability that grants him a crystal shield like his current W. For his model itself, I think he should look a little bit more Alien. Not quite void, but not quite just a big scorpion. Some middle ground where he is obviously a scorpion, and something else completely alien at the same time.
Gameplay: He's a territorial Scorpion and like I said in the introduction, the role of a Juggernaut does suit him. And what's a juggernaut without an execute mechanic ;)
Passive: Ancestors Gift
Skarner carries with him chunks of ancient crystal (from his fallen species) which can interact with his other abilities. Skarner can carry a total of 3 with him at all times. These refresh every 40/35/30/25 seconds (at levels 1/6/11/16). These crystals are not affected by cooldown reduction.
Q: Crystal Slash/Impale Cost: 10/12/14/16/18 Mana CD: 3 seonds
Skarner strikes in a small AOE around him, dealing 10/30/50/70/90 + 80% of his AD as Physical damage. Each successive hit applies a stack of Impale, capping at 5 stacks. Basic attacks and Crystal slash reduce the cooldown of this ability by 0.25 seconds.
When a target has 5 stacks of impale, Skarners next Q will sting all nearby enemies with 5 stacks (think pantheon E animation for multiple targets), stunning for 0.6/0.7/0.8/0.9/1.0 Seconds and deals 120/140/160/180/200% AD + 10% of targets missing HP. Impale Consumes 1 Ancient Crystal from Ancestors Gift.
W: Earthen Might Cost: 60/65/70/75/80 Mana CD: 20/19/18/17/16 Seconds
Passive: Skarner's Q, Crystal Slash reduces the cooldown of his passive by 0.5-1.5 seconds (from levels 1-18).
Active: Skarner slams the ground, Using a charge of Ancestors Gift to create an area (think Trundle W) Granting Skarner 70-120 Movespeed, and 40-160% Attack speed (Both scale from levels 1-18). The Area lasts for 8 Seconds. If Skarner participates in a kill (kill or assist) he regenerates 12/14/16/18/20% of his Max HP over 10 Seconds.
E: Fracture Cost: 60/65/70/75/80 Mana CD: 20/18/16/14/12 Seconds
Skarner fires a crystal from his stinger (Slow Skill shot), dealing 60/80/100/120/140 + 100% bonus AD, and applying brittle to enemies. Skarner can reactivate the ability at the cost of one charge of his passive, Ancestors Gift to Apply a 30% Armor shred for 5 seconds and deal the Abilities damage again over 5 seconds.
R: Berserk Cost: 100 Mana CD: 100/90/80 Seconds
"ON ALL LEGS!"
Costs 3 Charges of Ancestors Gift. Skarner Becomes enraged for 15/18/21 Seconds. During this time, Skarner regenerates a charge of his Passive every 5 Seconds.

Conclusion: This turns Skarner into a legitimate threat up close and makes counterplay fairly obvious. I will miss the old ult but I believe this more than captures what Skarner's true identity is.
