I generally wreck him with Voli, as far as laning goes. But that also comes down to him not getting the free cleaver harass on you, your passive and bite makes you hella dangerous to fight when ur both getting low.

His early game power is bad unless hitting those cleavers, u can e him whenever he comes in to trade, that will scare off his minions for 3 seconds and slow him down while urs apply full damage, the Q makes sure he can never run but bait the cleaver first or make sure ur within range before using it, u can also use it to flip him into ur minion wave for some wicked winnion damage, and W for the execute. Rinse repeat, but watch ur mana bar and as always, ward. Don't overextend with very low mana if you don't know where his jungler is, ur ability to escape ganks hangs on it. Prioratize using W for harass while in lane, try to get a few hits of before using it as it hits harder the lower your opponents hp is. Once you hit 6 he will have so few items you can just steamroll him with your ult and superior mobility but bait out his ult first before going all in, or get him low enough that it won't matter.

I personally use 18/0/12 masteries, going fervor of battle since it gives great passive damage without needing any items to scale, really good on lane voli since he get's nice attack speed passive from his W. Volibear is pretty flexible in his build but I like to build him super tanky since he already has good deal of damage in his kit being a fighter. Deadmans is absolute core on him so never skip it our you will be eating dust whenever trying to flip someone lategame, I generally prefer getting solar cape before building it though, for more dps in extended trades, at least when laning Voli.

3 MS quints, attack speed marks, armor seals, and scaling mr glyphs. Dorans shield + 1 pot start, Dorans shield may be bad, but it has all the things Voli needs so ad advice getting it over corruption potion.

I feel confident enough going into this matchup that I use teleport/flash summoners, but if you're not that confident you can switch teleport for ignite to wreck him even more, beware that you will be giving up pressure to dominate the lane however.

Start W then Q or E depending on what you feel u need for lvl 2, make sure you have all 3 base skills at lvl 3, you are very effective then, Max ur W and ur ult first, then ur E for more damage/more potent slow, I personally like putting an extra point in Q before maxing E though for the extra mobility but that's my flavour I guess.

No he isn't, or he'd have a 50% winrate. Your personal opinion on his uselessness being "fine" doesn't matter, he's not balanced.
