Upwards of 30 min searches with no results

Honestly this isn't even a thing I'm trying to report to Riot (obviously due to me writing it on boards) but I'm having thirty minute plus wait times on both search preferences as fill. I wanted to know if anyone else in North America was getting this problem because it is the most ludicrous thing I've seen on League in my life (yes this is a smurf acct.)

People are complaining that they were being matched up against lvl 30 when they weren't. Maybe they adjusted the MMS to that wouldn't happened as often. But I don't know for sure yet. No a side note would you rather have low que times and be matched up against level 30 players with runes?
