Riot, your current opinions on TLD?

I feel there's an issue when at least 8 people go into a game with Thunderlord's Decree. I went around online to find that currently, the majority of damage-dealing champs are going 18 points into Cunning and nabbing the TLD - even marksmen whom one would expect to go with Warlord's Bloodthirst or Fervor of Battle, depending on being bursty or a hyper-carry. Now the concept of TLD isn't bad, but whether the goal of the new Mastery system is to give more choice to champions, or whether it is to give every champion an almost pre-determined Mastery build to cookie-cutter with, the current state of Masteries is definitely not supporting that ideology IMO. It just seems like the mastery can be used by anyone, and that it roughly translates into "most reliable damage mastery at least effort". Before their changes, WBT and FoB were perceived as overpowered because the effects could be gained by trading, rinsing off of minions and monsters, and repeating. TLD now procs on any third AA and/or ability. AND abilities that hit multiple times for damage can proc it near instantly.

Now, since the new Keystone system was implemented recently and is therefore not to be left in the state that it currently is (admittance of which would redirect focus of the point away from the assumption of "it's broken, nerf plz" complaining/whining), I would like insight into how the TLD situation would be resolved. Would it get nerfed if the damage-dealing champion base values it a lot more than Ferocity or the soon-to-be-implemented Stormraider's Surge changes? Or would the other masteries be buffed to the current level of power that TLD provides, barring any case which would leave said buffs to be overpowered?

Already being addressed. Winter Hiatus op.

No seriously they are buffing almost every other keystone to make them equal.
