The stun isn't even noticeable but I guess its the thought that counts.

It's more of a quality of life thing.
They're clearly afraid of making xin too strong because they've been giving him tiny buffs for a while now. Still, I think the stun does make a difference. It makes his R better as an escape and teamfight initiation where the 0.75s do make a big difference. For the escape it gives him a little bit more distance from chasers and when you use it to initiate teamfights it's easier for your teammates to hit followup cc after crescent sweep.
... I think. Anyways Xin is very slowly on his way to not being an inferior version of lee sin/vi.
