A Change to Grievous Wounds

At the moment, GW reduces healing on a champion by 40%. This counts for LS, health regen, Raka heals, etc. However, shields applied to champions have no reduction, leading to this sorta "Shield Meta". Which leads to the idea of having a champ inflicted with GW get 15% reduced shields. To compensate, the previous GW heal decrease of 40% could be reduced to 33%.
