Does Riot know whether a person deliberately leaves the game or genuinely DC'd?

I've been getting a lot of afk and DC's in both normal and ranked (provisionals of course) and it just ruins my day. i feel like on purpose DC's should have a harsher punishment. Playing 4 v 5 not only discourages me from still giving it my all, assuming that its gg, and negative attitudes all around. Once the game is finished all I can wonder is whether or not the person who left was genuinely having computer/internet issues or was just an asshole, and whether riot decided to put him in a low priority que or whatever. just venting here but elaborate with me please :c posting right after i lost a 4 v 5 game

i am one of those "assholes" but I genuinely have ISP problems, im currently in LPQ for nothing at all, but i cant do anything about it. I never deliberately leave games, when it does happen i would say only 25% of AFK's are intentional, the rest are genuinely having server issues, pathcher issues, ISP downs, all sorts of problems that ruin not only the teams fun, but that player as well. It impacts me greatly, i cant even play on a normal schedule because of it. I feel like a total dick and a let down when the ISP starts to black out, but there is nothing i can do about it. I dont think riot would know whether or not a specific outside source causes a person to AFK or DC they can only tell when something happened on their end.

While they haven't stated anything to is out right. The only means we know of is thanks to Leave Buster but we all know that's not 100% correct. I think the only way they know if it's deliberate is if they actually quit from the menu. But I doubt most people quit like that and either exit from task manager or just unplug their cords.
