Mastery Bug?

I Have lvl 3 mastery on soraka and I know there is supposed to be a banner that appears in the game loading screen but it does not? this also happens with Miss Fortune who is mastery 5.

Hey Annaig, I don't think a banner appears until 4. But for your problem with MissFortune idk
