This talon rework did nothing but made him linear and boring and ik because i have over 400k mastery points on him. His old E provided much more thinking and outplay potantial onlike this new boring Talon where you just Q W AA dead or W Q AA dead and if they arent dead yet just R. So boring. Please Revert

My second quote you took completely out of context, a guy asked what do I do when someone is extremely toxic. That's what I do is mute. My mindset is honestly try to be constructive at first, when people don't listen-- then talk shit as long as you can back it up. I use more of a real world mindset, and am highly against coddling people because people were taught for the last 8 years to act offended instead of taking responsibility for their actions. Riot just went along with this idea and rewarded people who find any reason to be "offended." It's actually quite sad to see.
Anyways, I just don't like seeing the people who come on this boards to bash everyone on Player Behavior while saying that every single perma-ban is deserved, because some of the stuff these people are getting banned for is completely pathetic. A lot of people has already answered OP's problem: He was uselessly spamming Cap words at him as an irritation, to both the Olaf and his teammates. Muting the guy only removes the annoyance & is still able to report him.
Additionally, it also seemed that he has already been punished before in the past, which is a chat restriction. What doesn't add up is his next punishment being a permaban.
So this means either two things:
I really can't say much about the latter, and hopefully Riot Tantram would come & shed some light to the issue. Who knows, I "can" be wrong about my previous statement...
