Quinn and Talon Rivalry
Can we ever get an explanation as to how and why are specifically Quinn 
and Talon 
are rivals???
Is it because shes mad he stole her bird theme, becuase you know what else has talons, BIRDS

It was linked to the old lore. There was an assassination attempt and several clues. Quinn knew the investigation stating it had been Talon was a mistake. She somehow knew the assassin was not as professional as Talon, implying they had met before and she had the knowledge to see the flaws of the attempt compared to Talon's flawless work.
Thet sort of survived Quinn's new lore, it was just stated she hunted the assassin and got him killed. The end. This fact doesn't disregard the "Quinn's journal" is completely useless/gone. After all, the assassin wasn't Talon, and Quinn knew this.
On the brother note: Caleb was ganked by a tusk beast in the mountains. She buried him. He is dead.
Once while on a mission Talon was wounded and stuck in the wilderness at the borders of Demacia. In order to survive he killed of a nest of birds by ripping them to shreds with hid blades. The only survivor was a chick that managed to get away as he was killing the rest. As it ran it was picked up by Quinn, who was sent to find an eagles nest and take an egg out of it. She was supposed to imprint herself on a new born eagle in order to make sure that it would be always loyal to her. Fate however decided that this would not happen and instead she picked up a small wounded and chick. She tried to return it to its nest but after seeing what was left of it she could not leave the poor little thing on its own to die. Now Valor is a prod Demacian soldier who swore to protect his new life partner and to find the bastard that took his family from him.
I am kinda sad that this isn't better explained in lore. Thinking about it in term of game-play they are actually pretty similar - mobile AD solo-laners, who want to gain an advantage early and snowball it using their built-in mobility around the map. Even if they have different execute pattern on macro level they have a lot in common, but I guess they are not as popular as Riven and yasuo for example, to get an event such as the latter had. Aside from that they both have the bird theme, even if they are not the only one having it, they are also from Noxus and Demacia. TBH I like both of them and I would really enjoy a rival event between them, maybe as a part of a series of events featuring Noxus vs Demacia.
They're rivals because they're competing for who gets to keep the bird motif.
is there a possibility that Talon and Quinn could become a thing? But why would Quinn love a mass murderer noxian who kills men and women for a living. Also Talon killed a kid and dumped his body in the sewers during his early life.
Idk there are a lot of bird champions...

I've always imagined their relationship to be somewhat cat-and-mouse. Quinn is the hunter sworn to bring Talon to justice, but he always finds a way to slip through the cracks (kind of like Maiev and Illidan from Warcraft). The best assassin in Noxus vs. the best tracker in Demacia is bound to bring about some conflict.
