Blitzcrank's W attack speed

I feel that the attack speed on his W is lackluster, it's almost useless in lane and in lategame you won't even use the W for it. It's a bit like Alistar's R where had extra Attack Damage.

I feel like they should remove the extra Attack Speed and give something else like Tenacity. Maybe something like this: (REMEMBER: these are just random numbers, in no way I am an expert in balancing champions)

Passive: Blitzcrank gains a extra 3/6/10/15/20% Tenacity.
ACTIVE: Blitzcrank puts himself into overdrive, gaining bonus movement speed that decays to 10% over the duration.

This creates a extra playstyle for Blitzcrank, he now has to choose between extra CC (E) or extra Speed (W). This makes a more diverse playstyle and makes up for the random Attack Speed.
