@Riot Rylais changes

I understand that Rylais is in need of some nerfs and that most of the community hates this item with a passion but what about the champions that have Rylais as a core item?

specifically, 20% for 1 second is only going to complicate mordes game, especially after certainly whatever killed him with his "let's make morde an adc idea"

Honestly I feel that the slow nerf is a little too hard and nerfing ap by itself should have been enough, the main problem with Rylais was the fact that it had no downside, tons of health, tons of ap and tons of slows (or like phreak says tons of damage)

Another idea would be to keep the slow at 20% for long range spells and maybe 30-35% for short ranged or melee spells?

Not to play favorites so I'll add other champs that build this item and a good portion of those champions have been nerfed way too hard already that Rylais nerf like those will hit them even harder than the abusers of Rylais, just seems unfair to screw over a good amount of champions just because some champions abused of an item:/
