What's up with these eve nerfs?

Am I missing something? Did evelynn get popular all of a sudden? Simply because they are nerfing her hate spike (Q) by 20 at max rank so 80 instead of 100.

Evelynn Hate Spike damage up.

5.6's changes saw Evelynn stealthily making waves as games went on, but still suffering in early skirmishes. To turn that suffering onto her opponents, we're returning some of her combat power. Q - Hate Spike DAMAGE 30/45/60/75/90 ⇒ 40/55/70/85/100

Seems not so long ago (patch 5.7) when they buffed her Hate Spike from 90 at max level to 100. Then they changed it to 80 at max rank. :( Poor Evelynn.

It is pretty strange, since once the warrior change comes out all builds that only use the jungle item for damage then going tank will have been nerfed. After that I am pretty sure she will fall out the competitive meta.
