Question about overgrowth change

Is it a buff or a nerf?

Overgrowth (R4) [New Effect] "Absorb life essence from monsters or enemy minions that die near you, permanently gaining 3 maximum health for every 8. When you've absorbed 120 monsters or enemy minions, gain an additional 2.5% maximum health." compared to earn 0.2% every 8 minions or monsters that die near you.

If possible can you give me a more in depth response?

Currently you get 0.2% maximum health for every 8 monsters or minions. 0.2% of 1500 is 3, so this is a nerf as long as your total health is below 1500.

The 2.5% increase is fairly significant though, as it was the equivalent of 100 minions, or 12.5 triggers -- meaning this changes our value. At 160 minions you'd have 4% health and, at 3000 health, this would be 120 bonus health. Now you'd have 60 health + 2.5% maximum, or 125 bonus health. If you have less than 3000 health this pushes further in your favor, if you have over it's a slight nerf.

You will gain slightly more health at laning phase after that it provides a lot less. I can give you an estimate. If you build full tank, at a 30 min game you will have about 100 less health with the new overgrowth rune. (1. Not playing Sion or Chogath. 2. Your team is not significantly behind or ahead.)
