Visibility on enemy summoner spell cooldowns

Many times in bot lane I have gotten into duels with the enemy and both of us exchanged quite a bit of summoner spells. This issue that came up in my mind is that I don't always remember which ones the enemy used due to being so focused on the fighting.

What would help is if we could see not only our allies, but **if and only if ** you have vision of an enemy champion while they use a summoner spell, that you would be able to see the enemy summoner cool-downs as well.

This seems like something that would fit with the current style of giving players the tools they need to win, rather than the player having to remember the exact moment when they used it and when it comes back off cool-down. This is even more important due to masteries/ CDR boots changing the duration of summoner spell cool-downs.

Again, only something that would take affect if you have vision of the champion as they cast the spell.
