Heimerdinger hasnt been touched in years- Bugged

Hey, can you guys look at Heimerdinger? I mained him for a few years, and he has never been touched.

When you place his turrets by inhib when minions are there, then the minions are cleared, the turret freezes and doesnt go back to attacking inhib. This bug has been happening for a few months now. Also, Ult W and E cant be cast at same time. There is a problem with his cooldown timer freezing when it happens. I've also see that some items such as liandrys torment add on its special effect to the turrets.

Can you please look at him? He hasnt been touched buffed/reworked for a few years now, and he cant sustain late game at all and he was never part of the mage updates. Also, half item's effects that you dont stack with turret dmg.
