Fairly certain they confirmed Runeglaive is bugged at the moment and isn't supposed to be applying spell damage.
Its supposed to apply proc damage just like Lichbane. It being bugfixed alone will probably be a pretty big hit to Runeglaive ezreal, since it will keep him from getting all his procs and such.
TL;DR: it will stop turning Ezreal's Q into a spell, and will keep it as a glorified auto attack (so it won't be able to proc things like Luden's Echo anymore)
