Assisting Enemy Team

How does this report look like?

If your team mate (Jungler) refuse to gank your lane because of his emotional state of what ever the hell happened to him. Does this include this brat being a griefer? I'm about tired of these silver losers who refuse to gank any lanes and let all lanes die, while he does nothing. And just camp his jungle all game, and laugh and then surrender at 20 minutes. If someone is caught assisting enemy team, does he get a ban or some sort of punishment? Because this trolling type of game play is ridiculous and outrageous in the silver + gold division. Beyond my comprehension and makes me toxic. Out of 100 games that I play in a day. About 30 of those games consist of these losers with the mind set of, "I'm not going to gank your lane because I don't like you," "Because my duo queue partner don't like you," "Because you picked top lane and I wanted top lane," "Because I'm a cry baby and I just don't wanna help anybody right now."
