Bot turrets need Foritfaction or however is that thing called

This is getting out of hand. Every game either my bot turret or enemy bot turret is down before 10th minute. Since are dominating and get fed so fast they just chunk turrets. Especially Caitlyn. I dont know why Bot turret doesnt have fortification in the first place ?

P.S. I know that Foritfaction lasts for 5 minutes but fiesta on bot starts even before 5 minutes. Basically if a team doesnt have one of 3 listed champions they insta lost their lane and their turret will get chunked.
