A buff to his passive should be similar to Jinx's excitement. Varus gain's attack speed for each killed enemy. If he manages to kill another person or gets assist in the next 5-10 secs, he should get 50% extra amount. So 40% + 50% of 40 = 60%. Then it will be capped at 90% attack speed. Or they can entirely give him a new passive and add his old passive onto his Blighted Quiver. So if he procs his W on someone, he gains attack speed for next 5 seconds.
