... But looking at all these item changes, adding mana, nerfing AP, plus adding other "useful" stats. Are you planning on giving him mana and high AP ratios? Or is he not even in the equation while you're working on these items?
Vladimir needs health costs on all of his abilities to balance him out, no more resourceless abilities. And Ability Power items have not been nerfed, I would say Archangels is getting buffed with more mana for mages but obviously Vladimir cannot build that, instead he gets an item that grants health, ap, cdr, and an active with a short range dash (this is super short it is a Vayne tumble on a 30 seconds cooldown, so it is a brief repositioning tool) This will be one of Vladimir's core items basically in stats alone, on top of Spirit Visage being nice and juicy for Vladimir as a defense choice (the visage health is the same, the MR goes down and banshee is the one with less health, so buying Visage still grants him a good chunk of AP)
Abyssal Scepter and Hourglass will get CDR which helps out Vladimir a lot, abyssal a higher mr shred late game for his hyper mage status, BAM he can get 40% cdr from core items alone leaving room for whatever boots he wants or not buy either hourglass or abyssal and just get CDR boots to move on to other items, or he leaves out spirit visage and buy CDR boots.
He can still buy items like deathcap (still needs a much lower gold cost), rylais, liandries, etc
There's literally a statement talking about Vlad along with the item updates to compensate the removal of Spell Vamp
