I was recently in a ranked game with and there was a duo queue on my team.

And one of the member of said queue stated that he was typing for Amumu (Our jungler) because he was chat restricted for 200+ games.

I thought if you were toxic/had any blackmarks or punishments you were unable to participate in ranked games.

What happened to this?

Ranked restriction is a separate ban. There is chat restriction and ranked restriction. Who cares if he can't chat. As long as he wasn't toxic it should really be none of your concern.

What do you mean. He didn't have the potential/option to be toxic seeing as he was chat restricted FOR being toxic.

Also what would classify as Ranked restriction. Griefing? (Leaving game/Feeding/Disconnecting)?

You can get ranked restricted for "verbal abuse"
