My friend got banned for 2 weeks but today however....

Today he tried to sign into his account idk why, but he was able to sign into his account so he could buy some skins, and make some item builds for champs even though they disabled him from playing, he said he wasnt able to chat with me so he texted me, idk why hes not able to chat with his friends in game or able to spectate high elo games, but for people that are suspended, it feels like a good change so they can keep up in the community. However I'm wondering why they can't talk to their ingame friends or spectate matches, would love some clarity or if my friend just found a huge bug or something.

My bad he was able to spectate but just not speak with me or his other friends ingame
