I heard Quinn was OP

So I bought her and played against a Garden, harassed the hell out of him, never could kill him, and although I got ganked hella often I don't feel there was an easy route to victory at all.

So is Quinn just terrible against Garen, or does lethality (what I built) not work on him, or is Quinn not actually OP lol.

Looking for tips.

just go full lethality and start roaming with Ult.

even if the enemies have warded you can still just shit on them.

Garen's Q will hit you if you vault off of him as he is charging at you. But don't let this stop you vaulting, you don't want to be stuck in his E.
Don't let Garen get his passive up, keep AAing him often to keep it down.
If he hugs tower to get his passive, let him be, and try to freeze the minions away from his tower.
Don't push uber hard unless you know where the enemy jg/mid laner is, Quinn is especially vulnerable to ganks. Her vault is only an escape in the 1v1 dueling sense.
Crit >>> Lethality. You will blow up squishies just as easily, and the crit will help DPS the tanks down.
