Replacing lower tier runes

Can you just replace lower tier runes after you the all of the same one but a higher tier? They are annoying and I'm not using them anytime soon.

Shahamut2 votesI have always been an advocate of deleting lower tier runes and just making your level determine which ones you are allowed to buy.
Noob runes would include basic runes like flat AD/AP/Armor/MR. Next you get into things like scaling versions, MS quints, and mana. Then at level 20, all the runes unlock.
