Legit question, who benefits from DH now?

It was fun high risk/high reward rune for squishy assassins, promoted interaction and skirmishes, and made a lot of low tier chars interesting again.
Now i feel its back to electro and afk farming lanes (very boring).

While the hotfixed dh was still a bit too strong, not in damage but because of multi procs IMHO (and ranged), i feel like its now gutted and useless, and it wasnt balanced the right way; its the procs who were the problem, now it really deals NO DAMAGE, so there is no point of taking it over electrocute. Why cant riot balance with subtlety? Beetween one shotting tanks and fighting with coton sticks against tanks who also do more BURST damage than dedicated assassin, there is a fine line, no?

So yeah which champ benefit from dh anyway? Who is it intended for? Mage, adc, and ultra late game?
