Lets Talk about Singed
I believe that Singed should receive a small change/buff that could enhance the "unique" aspects of his kit. On a recent champions classification, Singed was classified as having a distinct playstyle.
What is supposed to make Singed Unique:
"Singed - recklessly split-pushes to apply pressure on a lane, forces multiple enemies to respond, and subsequently trolls them as they struggle to chase him down." This is a recent description that Riot gave Singed. However, this is not the current state of Singed. That description describes Singed before season 6.
Problems with his Wave Clear
Singed can no longer "recklessly split-push" because his poison damage is very weak. Singed used to be known for being able to shove the wave in faster than his opponents with his poison. This was one of his strengths. However these days, this aspect of him is no longer relevant. Why, you may ask. I'll tell you why. Tiamat used to cost 2,300 gold in season 5 and nost costs only 1,200 gold. Sunfire cape used to cost 2,600 and you needed to build the full item before reaping the AOE damage benefits. These days, you can buy the recently buffed (200% damage on minions) Bami's cinder for 1,100. What does this mean? Your opponent can very cheaply have faster wave clear than you, thus invalidating your "split-push" potential.
You might counter this argument by saying "but Singed wastes people's time, he gets people to chase him". Does he really waste people's time? The mobility creep in League of Legends is undeniable. Singed has a hard time escaping 1v1s, god forbid the enemies send a second player.

Okay, okay, settle down there buddy. Singed is still a massive tank who runs at people's faces and flings them to their deaths! That would be ideal wouldn't it? Except I can't catch anyone because just about every champion has either a dash or a wall jump ontop of their flash/ghost and the peels that they receive from their team.

What does all of this mean for Singed? His gameplay is very stale. This is Singed's optimal build path in just about every game. You start by buying 2-3 dark seals and a refillable potion just so that you can make it through the laning phase. Next, you get boots and then build your righteous glory. EVERY SINGLE TIME. There's no way around righteous glory because it's the only way you can have any chance of catching an enemy out (the ghost nerfs took away your element of surprise since the speed ramps up slowly and the enemies can react to your engage). Next, you pretty much just go full tank or build a support item to keep your carries alive. Building damage items on Singed is useless because his damage is too underwhelming either way. I don't want to NEED to build Righteous glory in every single game, but there's no other viable build path.
Why play Singed at all?

Where does this put Singed? He's no longer the split pusher/proxy champion who laughs at people's faces when they chase him. In fact, they are probably laughing at him because his poison damage tickles them. Singed is now basically a tanky engager (righteous glory) and a support. This begs the question, why play Singed at all? There are much better engagers like Kled, Nautilus, Malphite, Maokai, etc. They can all push faster than Singed by purchasing a cheap item (tiamat or bami's cinder). Is there even a reason to pick Singed right now? I believe Singed needs a small buff (not a full rework).
Tldr: Singed is classified as being a unique split-pusher type champion who wastes people's time. His wave clear is invalidated by a cheap Tiamat or Bami's cinder. Mobility creep is real and Singed strugles to catch people. This means that Singed has to build Righteous Glory every single game. There is no flexibility in his build and other champions are simply better in just about every aspect. Singed needs a tiny buff.

Passive: Singed's passive is really boring and no respectable

Singed builds mana items except for Righteous glory and trust me, we aren't building Righteous Glory for the mana.

Singed gains movement speed that scales with how low his health is (Fits with his iconic "chase me" playstyle)

Amplified bonus movement speed by a certain amount (I mean come on, its not even worth using movement speed quints right now)

Singed heals at twice the rate (still the same total amount) from potions/biscuits. This fits with his chemist theme.

Give Singed a champion-specific item, much like Viktors item. The item could be a special flask that replaces corrupting potion. This item could be a special potion or a number of special potions of which Singed can only pick one. It would be refillable every time you went to base. While being consumed, some of the special effects could be (increased damage to minions or increased speed).
Q: Singed's poison damage is too weak at the moment.

Buff poison damage versus minions by 25%

His poison could serve as a 1 second blind (can only be affected by this once every 10 seconds)

Ignore unit collision while poison is toggled
W: Singed's W costs too much mana for what it does, its often not worth putting a point into this skill until level 7.

Reduce the cast time. Sometimes when you want to catch people, you cast W to slow them, but the cast time slows you down too!

His adhesive puddles could have some sort of worked ground effect like Taliya. Singed could strategically place adhesive puddles that would linger for a period of time. They would serve as an escape route. This adds strategy to Singed and incentivizes building mana to create your escape route.

Let Singed adhesive grant vision of bushes momentarily when cast (Like Soraka's Q)

Singed's adhesive could momentarily destroy bushes (lets pollute the environment!). This could also serve as a counter to Ivern's bushes.

Singed adhesive can intercept projectiles while in mid-air

Singed adhesive has grounding effect (Cassiopia is the only champion with this effect as far as I know. Poison sibblings unite!)

Singed adhesive contains 3 ticks of poison (a small cloud). Lets Singed have a skillshot based ranged harass and lets him farm from a distance (it would be hard to last hit creeps with this ability).
E: Fling is one of Singed's signature moves, but it could be spiced up.

Fling distance scales with Singed's movement speed at the moment of cast

Damage reduction for 1 second after cast (I mean why does Singed even have a shield)

If Singed roots his target by flinging them into his W, his fling cooldown is reset (maybe with reduced damage)
R: His ultimate is basically raw stats, boring

Give Singed the tenacity on his ultimate back

Could be toggled on or off at an increasing mana expense with a short cooldown. This also incentivizes building mana (like Swain's ultimate)

While Singed's ultimate is active, he takes less damage when facing opponents (finally a use for his shield)
NOTE: I am not saying Singed should receive all of these buffs. These are just ideas. I think all Singed needs is a tiny nudge. Like just picking one item off of the list would be sufficient to make Singed more playable.
