So I think this could be a potential counter that wrecks ap teams. So to start get the grail. Conitinue on to get abyssal scepter and mercs. For the last three item get veil, visage, banner of command, or ohm wrecker. Ohm wrecker for silencing turrets so you can tank at any time ;). Feel free to fix

Very Hard Engage1 votestank veigar is technically best veigar, in the super late game, hour + 30 minutes and beyond, he can have 1000 AP+++ (infinite) anyway, and its best to have the tanking capability in addition to one shotting.
however a true tank build should be
