IS FIORA FORGOTEN CHAMP?

As we all know, Fiora is suppoused to be reworked any time soon but I personaly think that it will not happen because she is rarely reworked. Riot doesnt care about her .She gets buffed and gets super OP but then after 2 months or more she gets a nerf and nobody plays her . Idk if she is too weak or is it just the player who is really bad but last time i played against her she feeded our top laner (Urgot) so much that he easily did the solo baron and a pentakill in the same game, she was 1/15/5 and had around 130 cs in 28 mins. I think that Riot needs to work on a champion and only on the champions skins.
