redniwediS1 votesProbably has to do with "bruisers" covering a much, much wider selection of champions than other classes that are actually champion classes.
Juggernauts, Divers, and Skirmishers all need different things, and making a keystone that helps them all is inherently difficult. This new keystone isn't even likely to help all three champion classes equally.

riot has been working on the new rune for a while now, they aren't going to add a new rune out of nowhere specially when the next patch is coming next week
