Chain CC on Zilean intended?

I've been poking around with Zilean and once you get 99% slow, you can freeze someone in place for 6.5 seconds. A 2.5 second 99% slow (basically a root), followed by a 1.5 second stun from landing two bombs (obtained easily because the champion is rooted), followed by another 2.5 second 99% slow (because you used Rewind to proc your second bomb). The 99% slow is also a targeted spell and not a skillshot, so there is no way to dodge this.

This rotation can be used every 15 seconds from when Zilean hits level 9 and obtains his 99% slow.

I'd like for this to be the correct playstyle because it's really fun and really powerful, but it feels a little overpowered.

There's a soft cap on slows. Any theoretical MS below 220 is halved and then added to 110. Therefore, 110 is the lowest possible movement speed. When you proc Thresh's box you don't get rooted. Also, actual roots disable all movement abilities, slows do not. Any champion with mobility can still dodge Zilean's bombs while slowed.

Another thing, A heavy slow doesn't prevent you from using a mobility ability where as a root does

Keep in mind this is more difficult to do unless you catch the target alone. Harder to pull off and aim the bombs when there are enemies pursuing you.

I agree it is very fun though.
