I remember around the first jungle rework Riot said;

"With this new update, we can fine tune items, on a per champion basis." That was season 5

Yet, we've nerfed several items since, because marksmen. Why talk about a feature and then never use it? Would not be hard to cut half the hp off of tank items for non tanks, or similar such things in reverse.
