3 same champ shards = that champ without BE
I just got my 3rd Nid champion shard. I don't own her. It would be wonderful if I could change all 3 of those into a permanent without needing BE.

I just got my third janna charm when I realized that this wasn't around. Didn't it used to be this way or was it only for skins? Also, why isn't it this way? The entire system seems to surround 3 to 1, so why not have 3 champ shards = that champion?
